Germany is simplifying its B2G e-Invoicing landscape. The federal government is merging its two platforms (ZRE and OZG-RE) into one unified system (OZG-RE). The migration, which started in May 2025, aims to cut costs, reduce supplier confusion, and improve usability.
Why this consolidation matters
Managing two parallel platforms for B2G e-Invoicing has long posed challenges for German suppliers and public agencies. The existence of both ZRE and OZG-RE led to duplicated efforts, higher maintenance costs, and a fragmented experience for users.
To address this, in November 2024, Germany decided to consolidate these platforms into a single system: OZG-RE. The official announcement and details about the platform consolidation are available here.
How the migration works
The actual migration process began on 23 May 2025. The switch-over is being carried out step by step, agency by agency. This allows for careful management of technical transitions, system connections, and ongoing communication with suppliers.
For suppliers, this means adjusting to new workflows and ensuring their systems are correctly linked to OZG-RE. The phased approach helps to minimise disruption and gives organisations time to adapt.
Building on recent European developments
This move follows broader trends across Europe to streamline e-Invoicing processes. In a recent blog post, we highlighted how France and Germany are working together on e-Invoicing standards and interoperability. Germany’s platform consolidation is another important milestone on this path.
What organisations need to do
If you are a supplier to German public bodies, or support organisations that are, be sure to:
- Monitor communications from relevant agencies about migration timelines.
- Test your technical connections to OZG-RE.
- Ensure your internal processes and systems are ready for the unified platform.
Being proactive will help avoid disruptions as the migration progresses.
A more efficient future for e-Invoicing in Germany
This consolidation is an important step toward a more user-friendly and cost-effective e-Invoicing ecosystem in Germany. It also supports broader European efforts to create more seamless cross-border e-Invoicing processes.
