Slovakia has taken a new step towards nationwide e-invoicing. The Financial Administration has opened an international public procurement to select a service provider for the Service Metadata Publisher, a central component of its future Peppol based e-invoicing system. This builds on earlier legislative work and confirms the country’s commitment to a structured and standardised invoice exchange model.
From legislative plans to technical delivery
The announcement of 7 November 2025 follows the developments described in our earlier articles “Slovakia drafts e-invoicing mandate” and “Slovakia advances toward mandatory e-invoicing”, which explained the legislative foundations of the project and the government’s intention to introduce modern, structured invoice processes for businesses. With the new tender, Slovakia moves from policy design to implementation, shifting the focus toward the concrete technical services and infrastructure required to support daily invoice exchange.
Peppol as the backbone of the new system
The procurement focuses on the Service Metadata Publisher, a technology that enables the identification and routing of e-invoices within the Peppol network and serves as a core building block for countries adopting Peppol as their preferred framework. By choosing a Peppol based architecture, Slovakia aligns its national e-invoicing model with a broader European and international standard, simplifying both domestic and cross border invoice exchange. Companies that want to understand how Peppol works in practice can find more background information in our dedicated Peppol solution theme on the Dynatos website: Peppol solution theme.
Readiness of software vendors and large businesses
The Financial Administration reports that more than 85 percent of major accounting and software providers in Slovakia are already working on their Peppol Ready preparations, meaning most financial and ERP systems in the market are being adapted to support structured e-invoicing. In parallel, the authorities are consulting with large companies to align technical timelines, testing activities, and internal process changes for a smooth transition once the system becomes operational.
Expected benefits of the e-invoicing system
The upcoming e-invoicing system promises faster invoice processing, fewer errors, and lower operational costs. Automated validation and routing can improve cash flow for both buyers and suppliers, and larger companies may achieve cost reductions of up to 80 percent once processes are fully digitised. The project also supports environmental objectives by reducing paper based handling and manual archiving. This procurement marks an important milestone in Slovakia’s digital transformation of tax and financial administration, with the tender open until 24 November 2025.
