EU ViDA Implementation Dialogue: what businesses need to prepare

Clear guidance, early national legislation and a standardised transmission model emerge as core priorities in the 2025 ViDA dialogue


The European Commission recently organised the EU ViDA Implementation Dialogue on Taxation to gather insights from businesses on the practical challenges linked to the VAT in the Digital Age (ViDA) package. Clear guidance and predictable timelines

Throughout the dialogue, business stakeholders stressed the importance of receiving clear and timely guidance on ViDA’s e-invoicing and digital reporting rules. To avoid last-minute bottlenecks, participants urged Member States to publish national legislation and technical specifications at least 18 months before their respective go-live dates.

Accessible e-invoicing for all organisations

Another priority was accessibility. Businesses of all sizes and digital maturity levels need e-invoicing systems that are simple, scalable and cost-effective. The dialogue emphasised the need for solutions that integrate reliably with existing financial processes and ERP environments, ensuring that smaller organisations are not left behind.

The need for a single EU transmission method

A repeated theme was the strong call for one standardised method for e-invoice transmission across Europe. Diverging national models would increase administrative workloads and limit automation potential. A harmonised approach, ideally aligned with existing international standards, would make compliance easier and support cross-border interoperability.

Ongoing cooperation between businesses and the Commission

Participants encouraged the European Commission to maintain close cooperation with the private sector in the coming implementation phases. Clear communication, stable timelines and well-aligned national requirements will be essential for successful execution of the ViDA reforms.
