From 2027, the obligation to issue structured invoices will gradually apply to domestic B2B transactions. Businesses are rightly focusing on whether their systems can create invoices that meet the technical requirements.

But the latest guidance also raises a wider question: what could happen when more transaction data is available in a structured, machine-readable form?

Germany’s Federal Ministry of Finance (BMF) requires mandatory VAT information to appear in the structured part of an e-invoice. The description of the supply must also make it possible to identify and verify the goods or services. An e-invoice is therefore more than a digital document. It is structured business and tax data.

For an overview of the German timeline, scope and formats, see our German e-invoicing mandate page. Our recent article explains what the BMF’s latest guidance means for businesses.

E-invoices are becoming tax data

Structured invoice data can be processed automatically. That does not mean every invoice will automatically be assessed by tax authorities. It does mean that the quality and consistency of invoice information matter beyond format compliance.

A structured invoice may contain details relevant to the VAT treatment of a transaction, such as the parties, the supply, the tax rate and the amount. If these details are incomplete or inconsistent with a company’s records, the issue may go beyond a technical validation error.

Germany has proposed broader tax data analysis

On 16 July 2026, the German government presented an action plan to combat tax and financial crime. It proposes a data analysis centre, a central platform for tax data, AI-supported tools to identify patterns in financial data, and a VAT reporting system.

These proposals signal a direction for tax administration. They do not yet define how a future reporting system will work, when it will be introduced or how it will use e-invoice data. The action plan also does not announce an automated system that determines the correct VAT treatment of individual invoices.

A technically valid invoice can still contain a VAT error

Technical validation checks whether invoice data follows required formats and business rules. It cannot, by itself, confirm that the underlying tax decision is correct.

For example, an invoice may pass format checks while using an incorrect VAT rate, exemption or place-of-supply rule. These decisions depend on the transaction and the company’s tax logic, master data and processes.

Our article on Germany’s e-invoicing error handling explains why validation results need to be assessed in context.

What businesses should review

Companies preparing for Germany’s e-invoicing requirements can use this as an opportunity to review the processes behind their invoice data. In particular, they should consider:

Whether ERP tax codes reflect the applicable VAT treatment.

Whether customer, supplier and product master data is accurate and maintained.

Whether the structured invoice describes the goods or services clearly enough.

Whether validation checks distinguish technical errors from potential VAT issues.

Whether finance, tax and IT teams have a clear process for resolving exceptions.

For a view of how country requirements fit together, see our e-invoicing mandates and global compliance map. Companies working with German formats can also read more about XRechnung and ZUGFeRD.

Changes companies need to implement

Businesses preparing for the next phase of German e-invoicing should:

Check that mandatory VAT information is present in structured invoice data.

Review whether invoice descriptions clearly identify the underlying supply.

Align ERP tax logic and master data with the transactions being invoiced.

Review validation and exception-handling processes.

Monitor official guidance for details of any future VAT reporting system.

Key takeaways

Germany requires mandatory VAT information in the structured part of an e-invoice.

The invoice data must describe the supply clearly enough for it to be identified and checked.

Germany’s July 2026 action plan proposes VAT reporting and AI-supported analysis of financial data.

The plan does not yet define a reporting model or confirm automated VAT assessment of e-invoices.

Businesses should review tax logic, master data and invoice processes alongside technical readiness.

Learn how Dynatos e-invoicing solutions support structured invoice exchange, validation and routing, or contact Dynatos to discuss your requirements.

Sources: BMF guidance on mandatory electronic invoicing, 15 October 2026; German government action plan against tax and financial crime, 16 July 2026.

Germany’s e-invoicing rules require structured VAT information.
