De foresl\u00e5tte endringene skal styrke skattegjennomsiktigheten, redusere svindel og forbedre effektiviteten i rapporteringen.<\/strong><\/p>\n<h2>Viktige endringer i lovforslaget<\/h2>\n<p>Det nye lovutkastet inneholder flere sentrale oppdateringer:<\/p>\n<ul>\n<li><strong>Obligatorisk e-fakturering:<\/strong> Virksomheter i Kroatia m\u00e5 ta i bruk e-fakturering for innenlandske B2B- og B2G-transaksjoner.<\/li>\n<li><strong>Sanntidsrapportering:<\/strong> Et system for kontinuerlig transaksjonskontroll (CTC) skal sikre at fakturadata rapporteres i sanntid for B2B-, B2G- og B2C-transaksjoner.<\/li>\n<li><strong>Definert e-fakturaformat:<\/strong> E-fakturaer m\u00e5 f\u00f8lge et strukturert elektronisk format i tr\u00e5d med europeiske standarder.<\/li>\n<li><strong>Desentralisert plattform:<\/strong> E-fakturering vil skje via tjenesteleverand\u00f8rer (informasjonsformidlere), med et register (AMS) over godkjente leverand\u00f8rer.<\/li>\n<li><strong>Rapporteringskrav:<\/strong> Utstedere m\u00e5 rapportere ved utstedelse, mens mottakere m\u00e5 rapportere innen fem dager etter mottak. Dette gjelder ogs\u00e5 avviste fakturaer og transaksjoner der e-fakturering ikke er mulig.<\/li>\n<\/ul>\n<h2>Plattformer og verkt\u00f8y for virksomheter<\/h2>\n<p>For \u00e5 st\u00f8tte overgangen skal skattepliktige benytte <strong>FiskApplication<\/strong>-plattformen for e-rapportering. Mindre virksomheter kan ogs\u00e5 bruke det kostnadsfrie verkt\u00f8yet <strong>MICROeINVOICE<\/strong>.<\/p>\n<h2>Tidslinje for implementering<\/h2>\n<p>Den foresl\u00e5tte tidsplanen er som f\u00f8lger:<\/p>\n<ul>\n<li><strong>1. september 2025:<\/strong> Loven forventes \u00e5 tre i kraft.<\/li>\n<li><strong>1. januar 2026:<\/strong> Obligatorisk e-fakturering og e-rapportering for mva-registrerte virksomheter.<\/li>\n<li><strong>1. januar 2027:<\/strong> Ikke-mva-registrerte enheter og offentlige organisasjoner m\u00e5 etterleve kravene.<\/li>\n<\/ul>\n<h2>Delta i h\u00f8ringsprosessen<\/h2>\n<p>Offentlige innspill til lovutkastet kan sendes inn frem til <strong>25. mars 2025<\/strong> via den kroatiske regjeringens plattform <strong>e-Savjetovanja<\/strong>. Endelige resultater publiseres <strong>25. april 2025<\/strong>.<\/p>\n<h2>V\u00e6r i forkant av endringene<\/h2>\n<p>Virksomheter som opererer i Kroatia b\u00f8r starte forberedelsene n\u00e5.
