De voorgestelde wijzigingen zijn bedoeld om de belastingtransparantie te verbeteren, fraude te verminderen en de effici\u00ebntie van rapportages te verhogen.<\/strong><\/p>\n<h2>Belangrijke wijzigingen in het wetsvoorstel<\/h2>\n<p>Het nieuwe wetsvoorstel introduceert enkele belangrijke updates:<\/p>\n<ul>\n<li><strong>Verplichte e-facturatie:<\/strong> Bedrijven die in Kroati\u00eb actief zijn, moeten e-facturatie toepassen voor binnenlandse B2B- en B2G-transacties.<\/li>\n<li><strong>Realtime rapportagesysteem:<\/strong> Een continu transactiebeheersysteem (CTC) zorgt ervoor dat factuurgegevens in realtime worden gerapporteerd voor B2B-, B2G- en B2C-transacties.<\/li>\n<li><strong>Gedefinieerd e-factuurformaat:<\/strong> E-facturen moeten een gestructureerd elektronisch formaat volgen dat in lijn is met de Europese normen.<\/li>\n<li><strong>Gecentraliseerd platform:<\/strong> E-facturatie vindt plaats via dienstverleners (informatie-intermediairs), met een Metadata Services Directory (AMS) waarin goedgekeurde providers worden vermeld.<\/li>\n<li><strong>Rapportagevereisten:<\/strong> De e-factuuruitgever moet gegevens bij uitgifte melden, terwijl de ontvanger dit binnen vijf dagen na ontvangst moet doen. Dit geldt ook voor geweigerde facturen en transacties waarbij e-facturatie niet mogelijk was.<\/li>\n<\/ul>\n<h2>Platformen en tools voor bedrijven<\/h2>\n<p>Om de overgang te ondersteunen, zullen belastingbetalers gebruikmaken van het platform <strong>FiskApplication<\/strong> voor e-rapportage. Daarnaast kunnen kleine belastingbetalers gebruikmaken van een gratis e-facturatietool genaamd <strong>MICROeINVOICE<\/strong>.<\/p>\n<h2>Implementatietijdlijn<\/h2>\n<p>De voorgestelde tijdlijn voor deze wijzigingen is als volgt:<\/p>\n<ul>\n<li><strong>1 september 2025:<\/strong> De wet treedt naar verwachting in werking.<\/li>\n<li><strong>1 januari 2026:<\/strong> Verplichte e-facturatie en e-rapportage voor btw-geregistreerde bedrijven.<\/li>\n<li><strong>1 januari 2027:<\/strong> Niet-btw-geregistreerde entiteiten en publieke organisaties moeten ook voldoen.<\/li>\n<\/ul>\n<h2>Blijf de veranderingen voor<\/h2>\n<p>Bedrijven die in Kroati\u00eb actief zijn, moeten zich nu voorbereiden op deze veranderingen.
